The fact that Aotearoa is considering following what is happening in other counties regarding public right of protest and freedom of speech is effectively a form of repression designed to control the narrative. It's hard to tell at this point Sam. The usual vectors for these types of legislative changes include NATO, Five Eyes intelligence chiefs and the US State Department itself. The Five Eyes nations are making not only their militaries 'interoperable', but also some of their legislative frameworks.

New Zealand likes to pretend that it makes its own laws. The reality is that much of its statute law is borrowed lock, stock and barrel from Westminster. That is a concern when the UK is enacting law that takes it into fascist state territory.
If New Zealand follows the UK by including in the definition of "terrorist" people who splash a bit of paint over government assets, or people who indicate sympathy for the causes of people who splash paint around (such as condemning acts of genocide) then governments have changed the definition of terrorism well beyond what is understood by ordinary citizens.
If people caught under the new definition of terrorism are sentenced to lengthy prison terms then we will clearly be living in a fascist state, and the only way to deal with fascism is forceful resistance. So this is where the current track of the New Zealand government will take us. It will create a situation where people have a right and arguably a duty to violently resist the despotic power of the state. Presumably that is not the government's intention. Presumably the government expects us all to be cowed by its tyrannical abuse of its claimed monopoly over the use of violence. I am hoping that it has underestimated the moral resolve of our people.
