The "bipartisan" foreign policy is not what most New Zealanders suppose it to be. Before 1947 New Zealand foreign policy was the responsibility of the British government. New Zealand was taken into two world wars by Whitehall, not Wellington.
In 1947 New Zealand officially became responsible for its own foreign policy, but in practice nothing much changed. The "bipartisan" arrangement between the National and Labour parties was an agreement that the country would continue to align with Britain. This was in fact the only possible basis for a bipartisan policy. There is no way that the Labour and National caucuses could have debated foreign policy issues as they were happening by the hour, then sent their respective front bench members to establish a bipartisan consensus.
The fact is that neither caucus actually debates foreign policy issues. They can talk about foreign policy, and the House of Parliament can as well, but the policy itself is predetermined, and for the past three or four decades it has basically consisted of an agreement between National and Labour that New Zealand would align with Australia. Christopher Luxon let the cat out of the bag when, confused by questioning at a press conference, he stated the policy as "New Zealand mirrors Australia". It is that simple. The wording may differ, but the substance of New Zealand policy exactly replicates that of Australia. That is the agreement between the parties and they have stuck closely to it over the decades since 1947. That is fortunate for Christopher Luxon because he couldn't form a coherent foreign policy to save his own life.
Other comments show that he falls apart when required to maintain the consistently mendacious line expected from him. He told reporters "New Zealand has long supported actions to prevent Israel from getting access to a nuclear weapon. New Zealand has long supported actions to make sure that Israel doesn’t – Iran doesn’t repress and kill its own people,” before reverting to script. He also said, “The Iranian regime, administration has not been funding international global terrorism around the world..." before correcting himself.
Luxon's confusion arose out of reading official intelligence reports that Israel has nuclear weapons, Iran's crackdown was in response to an attempted US inspired insurrection and not an act of gratuitous oppression, Iran has no connection with terrorism, and Israel has been brutally suppressing its own people.
In the press conference, under the stress of questioning, he fell back on the intelligence reports when he was meant to be talking from the script provided by the US administration.
The man is hopeless. Hipkins would at least stay on script. The US will have to think very carefully about whether it is time to dump Luxon and install someone else - even Hipkins - in his place.
